Does it mean to take away or to make off with?

It means to grab, to find the way to get something, "conseguir".

Yes, you can say that.

También podemos decir, al profesor le cuesta hacerse con los alumnos, meaning It´s hard for him to control them, or to have a distended and relaxing class.
