It depends on the context, but talking about a situation following another, yes they can be.

Tras el divorcio, Juan se quedó sin un centavo.
Después del divorcio, Juan se quedó sin un centavo.

No volví a ser el mismo tras la muerte de mi perro.
No volví a ser el mismo después de la muerte de mi perro.

Volveremos a abrir el negocio tras esta mala racha.
Volveremos a abrir el negocio después de esta mala racha.

La milicia reanudó su marcha tras acampar unos días en el pueblo.
La milicia reanudó su marcha después de acampar unos días en el pueblo.

Sí, pero creo que 'tras' sea más usado escrito que verbal.
