Yes.

The most common Mexican ways to say it:
- Se te atora algo en la garganta.
- Te ahogas con algo en la garganta.

· Mi gato se murió porque se le atoró una espina de pescado (en la garganta).
· Siento como algo atorado en la garganta.
· Se me atoró la comida y sentí que me ahogaba.
· Se me fue el agua "por el camino chueco" y me estaba ahogando. -> (When the food goes "down the wrong pipe".)

Yes, that's the case...
In Spain, however we use "atragantarse".

Se atragantó con un hueso...
Se le atragantaron las uvas de Año Nuevo...
