Tener pluma

An effeminate man has womanly mannerisms or behavior. He is not particularly gay (homosexual), but may be. An effeminate man is usually dismissed as gay, or queer, even before learning that that is indeed the case. It isn't uncommon to see someone place a hand on their hip and make a limped wrist gesture with the other hand, and then announce, "Say!" (using entonation that mimics how an effeminate gay person sounds) to others around them when an effeminate man is spotted. Otra posible traducción sería to be affected.

Okay.......tener pluma means to have the mannerisms of a "gay" person without necessarily being one.
But...... echarse una pluma......means to let gas out... Elaina |

I had never heard echarse una pluma.Your definition of tener pluma is perfect I think, because there are guys who are effeminate but not necessarily gay.

Yes, aside from meaning feather and pen, pluma also mean gas or flatulence- at least in Mexico.

Here in Spain boli and lapicero are two different things. Boli is a pen and lápiz or lapicero is a pencil. From what you say it seems they both mean the same in South America...
