Por lo contrario

"La gran influencia de los deportistas es evidente por los resultados de una encuesta realizada por la Fundación BBVA, según la cual, la mitad de los españoles es incapaz de citar el nombre de un solo científico. Por lo contrario, el conocimiento sobre deportistas de élite es enorme porque son iconos y modelos de éxito, envidiados e imitados por muchos. Alcanzan una gran notoriedad y son seguidos atentamente, especialmente por los jóvenes."

Both ‘por el contrario’ and ‘al contario’ mean ‘on the contrary’ or ‘to the contrary’.
Is there a difference in meaning with ‘por lo contrario’ used above? Could ‘por lo contrario’ mean ‘on the other hand’?

"Por el contrario" = "por lo contrario"
It's just a regional or idiosyncratic use of the pronoun. Both are an opposition to what should be expected, like "on the contrary"/"to the contrary".
