In English?
A "estado de derecho", is a democracy en toda regla more o less, is there a term in English for that ?

La página "Estado de Derecho" de Wikipedia en Español dice que la página equivalente en Wikipedia en Inglés es "Rechtsstaat". Pues el concepto legal tal cual no existe en los países de habla inglesa porque tienen una historia legal muy distinto de la Europa continental. Tal vez "liberal democracy" sirva, pero hay que tener un poco de cautela porque no es equivalente.

I read the same article. It seems to me that "rule ol law" (the balance
between federal regulations and individual freedoms) might be an OK
translation.

More "a nation which respects the rule of law".
