Jugar montaña

These two words appear in quotation marks in the sentence
Ahora tenemos las dos salidas naturales bloqueadas y tendremos que "jugar montaña", ya que la salida al Río Grande es oportuna, por la doble razón de ser natural y de alejarnos de...
I wonder, is jugar montaña a set phrase or idiom representing something else?

Correct. Given the context in which is happening, it is just like that.

It isn't correct way to say it in either language, but the context tells you what's going on.

@Glen: That's definitely not an idiom and quotation marks underline the fact that it is not a usual sentence. However, I don't think it means anything else than taking the side of the mountain to escape. (Found the context, and to me, the author is using this expression to avoid the whole explicit sentence saying that they're feeling trapped and needing desperately to find a way out.)
