can you use habit instead of rule ? make a habit or sth like that

Yes, you can, but it changes the meaning. If you use habit instead of rule, it's a lot less forceful.

Make a habit of speaking English at all times.

Besides, the subject of the post was:

Como norma nos vamos a imponer hablar inglés a cada instante

And norma means rule in English and not habit, right?

It is used like that sometimes in Spanish, but actually it means rule in Spanish, according to RAE.
