Hola. Quiero escribir una frase sobre un personaje impulsado por (creo que esta es la frase correcta) un instinto o deseo. ¿Tengo que usar ser o estar?

¿Qué expresión es más correcta o corriente?

Ellas son impulsadas por el deseo de libertad.
Ellas están impulsadas por el deseo de libertad.
