It's an exclamation - "What a bunch!" refering to people.
It's kind of the equivalent to "what a bunch of...." ie."¡Vaya panda de idiotas!" - What a bunch of idiots. Could you be more specific as to the context?

I always forget vaya is sometimes used instead of que. I have never heard vaya used that way among Latin Americans.

Muy común decir en Chile, "Vaya con esta gente", cuando son problemáticos o raros, etc...
