Por cada

salíamos a una taberna por cada 175 individuos

Does this mean one of 175 taverns?
Is that a figurative or literal number?

Context is necessary to understand this. The paragraph I found says:
Quote:
Here, the verb "salir" is used to express, colloquially, the result of an arithmetic operation: If you divide 70,000 inhabitants of Madrid by 400 pubs in the city, you get 175 people for each pub. So the Captain and his friends count for the 175 people that correspond, mathematically, to the Turk's pub. "Salimos" is expressing that Íñigo counts his group and himself in those 175 individuals.

(Here, "como" introduces an approximation to the actual result of the operation.)
