Going past or passing ?
I'M just going past the museum or I'm just passing by the museum.

Either. But if you were in a car, you would not say ´going past´ but ´driving past´. And on a horse, ´riding past´. And on a pogo stick, ´jumping past´. And drunk, possibly ´staggering past´ or ´crawling past´.
