Quien

¿Cómo se dice?

"It's me who can't go"
"Es yo quien no puedo ir" "Es yo la que no puedo ir"

"It's me who has got plans, I'm not thinking straight"
"Es yo quien tiene plans, no estoy pensando bien"

Thank you.

How do you know in Spanish if you use "quien" "que" or "el/la que" to mean "who"?
