"Tanto... como" es para juntar elementos o frases.

María trabaja tanto en la fábrica, como en su casa. (Trabaja en ambos lugares)
María works at the factory as well as at her home. (She works in both places)

Juan es tan guapo como Pedro. (Ambos son igualmente guapos)
Juan is as handsome as Peter. (Both are equally handsome)

"Tanto cuanto": incluye "todo".

María habla tanto cuanto puede. Nunca se calla.
María speaks as much as she can. She never shuts up.

Gasté tanto cuanto pude en los adornos de navidad.
I spent as much as I could in Christmas ornaments.

So "Tanto... como" is followed by a phrase without verb, and "Tanto cuanto" is always followed by a finite verb.

En Chile no se usa así. Solo el cuanto... (editado)

En cuanto a la primera instancia.

I am not sure if in English can be applied like that, because "tanto...como" significa as much as.

As well as would be ok for "ambos" though.
