Está al sureste de país

Está al sureste de país

Tengo una pregunta. ¿Qué quiere decir la frase "está al sureste de país"?:

a) está adentro del país al sureste?
b) está afuera del país al sureste?

¿En caso de que es b), cómo se pueda decir correctamente a) en español?

b) is situated to the south-east of the country (out of the borders of the country).

If it is b), how to say correctly a) in Spanish?

Ambas están correctas

Depende del contexto.

México está al sur de E.E.U.U.

California está al/en el sur de E.E.U.U.

That's right.
Although I am not a Geography expert, I'd say,

California está al Oeste de EE. UU. (Aunque sí está al sur, con respecto a Montana...)

Georgia está al Sur de EE. UU. y el estado de Nueva York está al Noreste del país.

España limita al norte con el mar Cantábrico y con Francia y Andorra, al Oeste con el Atlántico y Portugal, al Sur con el Atlántico y el Mediterráneo y al Este con el mar Mediterráneo.

Andalucía está en el sur de España.
Marruecos está al sur de España.

In this last example I'm maybe answering your question. Andalucía is Spain, part of Spain, and South of Spain (but in Spain). Marruecos is South of Spain but "outside" Spain.

I'm living in the Southest of the México.

Southest.
Southwest.

Are they the same?

No, one is "Sudeste" and the other "Sudoeste".
Mira aquí, uno es "SE" y el otro "SO"

Por ejemplo, Campeche está al Noreste (NE) de Ciudad del Carmen, y Villahermosa está al Sudoeste (SO) de Ciudad del Carmen. Belize queda al Sudeste (SE) de Ciudad del Carmen. (Todo ello tomando como punto de referencia "Ciudad del Carmen")
