Ser “más papista que el Papa” es una frase hecha que se aplica a las personas que intentan seguir o aplicar una norma, regla, o modo de hacer las cosas, de manera más estricta de lo debido

En holandés hay una expresión igual:

'Roomser zijn dan de paus' .

'Rooms' es una palabra que se utiliza en lugar de 'rooms-katholiek', (roman-catholic). Gente que es católica en los Países Bajos se llama 'katholiek' o 'rooms'.

mean? Other than something about Catholics?

I was looking for a more literal translation......you can say it means the same thing but I am sure......

'Roomser zijn dan de paus' ..... does not mean....ser mas papa que el papa.

Maybe its literal translation is something like......

More catholic than the pope?

Así es, sí (In Dutch 'roman' (rooms) is used as another word for catholic).

And the meaning is the same as the English and Spanish expressions.
