Para que algo suceda a la vez, deben suceder al menos dos cosas, y coincidir en el tiempo. Una a la vez no tiene sentido. La expresión correcta es cada vez.
En la frase del ejemplo podría decirse separadamente / por separado.
  • Algunas personas pueden levantar cada ceja por separado.
