Is saw the word in this context, and it puzzled me,
Un costado de la Seretaria de Relaciones Exteriores.
Does it mean at the expense of the Secretary of...? or a product of?

¿No tiene más contexto, Poli? Un uso preposicional de "costado" está en "al costado de"/"a un costado de" (al lado de). De entrada, me hallo tan confundido como usted.
