Caminar en pelotas por la calle. Does it mean dribble a basketball in the street?

Yes. Poli in my country Andar en cuero y andar en pelotas both sentences has the same meaning.

Then if you wanna say. Quiero andar en pelotas (como decir quiero jugar la pelota). It words are not well seen in my country. It could be a rudeness.

You must have read my mind. I was about to ask if andar en pelotas
was male-specific nudity, and you beat me to it.

From what I've read, the phrase can be applied to both sexes. A couple of folks have explained that it works for both because pelotas was derived from pelos. I don't know if that is true. I've never heard the expression used, so I can't be sure.
By the way, en pelotas also means flat broke.
