To take notes = details from sth such as a lecture or a book that you write down so that you can remember then.
To make notes=

My question is if we ask sb to write sth about a topic before reading aloud these notes that is to make notes right? Or take notes too?

For example, when they take an oral exam on a topic , and they are given 20 minutes to reflect, and they can make notes or take notes in a piece or paper to use them later.
