¿Qué significa actor de bemoles?

At first sight, without any context, I would have thought it means it is an actor whose work doesn't have a uniform quality and who can be bad at times.

But if the context is this:
La serie retrata las andanzas de una superintendente femenina (Jennifer Beals, vista en The L Word) empeñada en derrumbar en el reinado de Ronin Gibbons (el siempre impresionante Delroy Lindo) un concejal podrido hasta el alma. Para desenmascarar a Gibbons la jefaza cuenta con la ayuda del detective Jarek Wysocki (otro actor de bemoles, Jason Clarke), un policía que considera su pistola una extensión de su brazo y cuya integridad va más allá de las convenciones.

I tend to think that since the views on the actors seems to be rather positive, it would mean this is an actor who has participated in other interesting TV series and whose work is serious. :)

It's possible the guy made the expression up as derivative of the Argentine expression "ser (algo) otros bemoles" meaning in fact "remarkably more complicated or expensive" often misunderstood as "of high or higher class / (that's) another whole league / big leagues / world class". I wouldn't be surprised reading there "(otro actor que se las trae, Jason Clarke)" another hollow handle to sort-of-appraise, in this age of knowledge converging asymptotically to zilch, when it's more important the way a phrase sounds that what it means.
