I'm going more for the second ones.

There's something I don't can understand, in the phrase takes a S, I have understanding that is used for the third person, but I don't know if the S should to goes in the labour words instead of materials.

The sentence can be translated as:
La misma construcción del ferrocarril era una voraz consumidora de materiales y mano de obra.
La "s" es el plural de materiales. En tu frase falta el verbo ("was"). :)
