These days the sun is rising one hour earlier.
These days the daybreak is happening one hour earlier.

Yes. Although replacing "one" with "an" will sound more idiomatic.

I have a doubt.
The word dawn means Amanecer.
Therefore I can write Today dawned earlier than yesterday, I know that is impossible, just it's an only a instance for correcting me.
