There are some more errors in the traslation:
"En el verano del 1944, el General William Donovan, Director de la Oficina de los Servicios Estratégicos, decidió compilar la historia general de la agencia."
It's not correct to use again "el" when you refer to "el director de la oficina". And I won't use capital D in Director if you don't use it in english.
"Decidir" doesn't go with the preposition 'a". Unless you are using it in the reflexive mode: "Se decició a", which means emphasis and previous dubitation.
And "compilar" it's not a common word used in spanish. Here it would be "decició reunir" or "decidió editar / publicar" = Decided to publish (it's not exactly the same, i know... but "compilar" sounds weird.

[El] escogió a uno de sus agentes, el historiador de Harvard Conyers Read, para dirigir (better than encabezar) un departamento de historia bajo la supervisión directa del director adjunto de OSS Otto Doering.
[El] you can use it or not.
nombró could be also ok, but i think it sounds better escogio (=chose)
