No, no son lo mismo. (No, they aren't the same.)

The verb you're talking about is ir (to go).
Here is the present tense conjugation of the verb:
yo voy
tú vas
usted va
él va
ella vanosostros vamos
vosotros vais
ustedes van
ellos van
ellas van
Vamos is the first person plural form, and means 'we go' or 'we are going'. It can also mean we will go. In Spanish, the present tense can imply what we think of as the future tense.

Here is the future form of the same verb:
yo iré
tú irás
usted irá
él irá
ella iránosostros iremos
vosotros iréis
ustedes irán
ellos irán
ellas irán
Note that iremos is the 1st person plural in this instance. It means we will go. So, vamos and iremos can be interpreted to mean the same thing.

so how would you say "if we are going to talk, it has to be outside."

"si vamos a hablar, lo debe ser afuera."

and thanks so much you guys.

I'm certain there are a number of ways to say this. Here are a few suggestions:
Si vamos a hablar, hablemos afuera.
Si vamos a hablar, salgamos (de acá). (afuera is understood)
Si vamos a hablar, debemos hacerlo afuera.
Si vamos a hablar, debemos hablar afuera.

agree with Rusty. Other options
"si vamos a hablar, hagámoslo fuera"
"si vamos a hablar, vamos a hacerlo fuera"
saludos :D
