"Haber (hay)" is always 3rd-person singular in all finite tenses. It's possible that in this context saying "estaban" is a better alternative than "había"; perhaps AdA or another native speaker will chime in.

When you talk about right now, if you mention a past event you use the preterite, the imperfect, or the present perfect. If you mention an even earlier event in relation to that past event, then you use the pluperfect (pluscuamperfecto, "more than perfect").

Esta mañana llovió mucho, or llovía mucho- is this good?
