Does inhabilitación perpetua perpetual house arrest?

In Spanish, perpetual house arrest is "arresto domiciliario". "Inhabilitación perpetua" means ban or disable someone or something to fulfill its function for the rest of his life.

Thanks guys. A commonly -used equivalent in English is to be barred from (as in public office).

But that's completely different than house arrest.
