Please, can someone tell me how to say the following in spanish :
...the aftermath or aftereffect of the disagreement between the two government.
... charged with causing an affray.

I´m not sure, but, I think ...capaz de translate as ...capable of.

Como sabes mi español no está perfecto, pero te ayadará transladar
esas palabras mejor:
Los resultados del desacuerdo entre los dos gobienos...
...acusado causar una querella en el público.

I´m not sure about the second one, but I´ll give more context and see if it helps...
My client has one of her employees charged with an offence and I´m to write a letter (in Spanish) asking for his(the employee´s ) transfer to his home country while we try to settle the case.
Now, I´m stuck with two options; accusado or denuciado por/con...

A direct translation of charged can be cargado or se presento cargos.
Sorry about complicating matters more, but a sentence with cargos
may be a more accurate choice.

Acusado o con cargos.
Cargado no se usa en España con ese sentido.

Hey, Why do you use this word.? (I´m not sure about the second one), what does one mean in the phrase, I've seen a lot this word in many texts, but I don't understand it.

We say the second one or the second when we're referring to the second thing/place/person/idea that was mentioned (la segunda). We also say the latter (éste/a).
Solemos echar la palabra one porque nos suena mejor, nada más.

No.
I've gone to Chiapas twice. This is the second time I've visited this month.
-or-
I've been to the city of Chiapas. It is the second one (meaning city) I've visited this month.
I've seen my first movie of the week.
-or-
I saw a movie last night. It was the first one (meaning movie) this week.

...ha sido acusado de provocar una disputa/riña/reyerta
