Ese significado para "pelar" suena rarísimo en España. Habrá de ser un regionalismo.

The usage you are seeing is like Poli tells you. To pay attention, or not. In Chile, we also use it as when someone is talking about somebody else. That somebody else is being "pelada" and the people doing the talk are "pelando" :)
