-I refer to the plan Lord Voldemort is revolving around me.

Does it prove that we could 'revolve a plan around sb', or that a 'that' is omitted after 'plan'? I don't find a single sentence showing an transitive 'revolve'.

The verb is phrasal. Both parts must be used to derive the correct meaning.
It is a transitive verb, and it's possible to insert an object between the two parts.

You may include 'that' after 'plan', but it isn't required.
