Tú eres muy amable porque haces cosas buenas para mí.
Eres muy amable/afable/tierna/dulce.

My 2 cents:

Muy amable may be right, but amable in Spanish has a hint of meaning connecting it to the English warm-hearted, good-mannered, polite...

I think the word sweet is very polysemic, can be used (and normally is, as in New Zealand) quite near to 'nice'.
No way you call someone dulce in Spanish, very cheesy, romantic word to use of a person....

We often say: Tu eres muy buen@. Te portas muy bien conmigo.
A bit more informal: Te lo haces muy bien (conmigo). / Eres un cielo.

If I'm talking about my little sister and I say she is sweet, it has the connotation that she is also innocent, cute, and kind. What word would best be used in this case?

If I'm talking to my boyfriend, who just bought me flowers, and I say he is sweet, I also mean he is cute and kind, but I mean it in a more romantic way. What is the best word now?

To your sister or bf, you could say: eres un cielo. For being more emphatic, eres un angel.

To your sister: eres tan mona, eres encantadora, contigo da gusto (this last one also with bf), eres una amiga, se te puede hablar de todo (also bf)

To your bf: Don't say eres dulce (very posh, grammatical but weird), say eres tan dulce/romantico/bueno. Eres el hombre de mi vida, eres el mejor
