It is a kind of exam you take and it enables you to teach in English,this is a Spanish thing.

El British Council tiene el Aptis para profesores.
También existen los cursos de "teacher training", para los cuales cada institución y nivel tienen un título.
Quizás de manera más general habría que traducir algo que contenga "language teaching certification".
