Tatuajes a perros

Vi la construcción siguiente en Facebook y me tiene un poco confundido.

'Tatuajes a perros.. ¡No sé a dónde vamos a llegar!'

La segunda parte entiendo bien, pero la primera, no. Lo que me confunde es el uso de la preposición 'a'. ¿Se refiere a algún verbo que se nos esconde? Por ejemplo 'hacer un tatuaje a un perro'. Si es así, ¿se trata de una preposición introduce un objeto indirecto o de una que se llama personal a?

Tattoos on dogs ... I don't know where this will end!
(Similar wording could be used in the exclamation. It seems incredulous to the writer that anyone would want a tattoo on their dog.)

The word adónde should have been used, as that is what the verb llegar requires.

Just as English doesn't require the verb in the first part, neither does Spanish. The preposition 'a' could be used with hacer, poner, marcar, etc. In each case, it would designate the dogs as the indirect object.

I'll add: The "a" for the dog is an indirect object.
- Hacer(le) un tatuaje a un perro. -> DO: un tatuaje, IO: a un perro.
