It means supposed or apparently in Colombia. A Domnican friend never heard it before. Is this term used in Mexico? I assume the word comes from se dice que

Yes, it's widely used in Mexico, in colloquial speech.
- Dizque iba a venir Juan a la fiesta, pero nunca llegó. -> He said he'd come to the party but didn't show up.
- Siempre me confunden con mi hermano, porque dizque me parezco mucho. -> They say I look like my brother, but I really don't think so.
- Quiero ir a Six Flags, porque dizque tienen la mejor montaña rusa. -> I'm told Six Flags has the best roller coaster, so I want to visit and check it out.
- Mis amigos españoles me hacen burla, dizque porque los mexicanos hablamos raro. -> My Spanish friends mock my Mexican accent, because they say it's strange.
