"receta médica" is also a doctor's prescription.

Can you use "receta" in a figurative sense in Spanish? For example: "That's a recipe for disaster"

Yes. "Las recetas económicas del Gobierno no han dado ningún resultado"
The Goverment's economic recipes haven't achieve anything/not worked well ......
