I have heard a Peruvian saying something like, "se aprecia el valle desde la colina." I think it means, the valley can be seen from the hill. A dictionary confirms this. Is this a commonly understood usage of apreciar?

Yes. The verb has a couple of different meanings, to perceive, to notice or to observe. :)

- Los científicos apreciaron que esta enfermedad no es común en la región.
The scientists found that this illness is not common in this region.
- La empresa aprecia una caída fuerte en las ventas.
The company perceives a dramatic fall of its sales.
- El juez apreció que las pruebas no eran suficientes.
The judge found that the evidence is not enough.
- En el video se aprecia quiénes iniciaron el incendio.
In the video you can see who started the fire.
- Me puse a dieta hace un mes pero apenas se aprecian los resultados.
I started a diet a month ago, but the results can barely be noticed.
- Fíjate bien en la fotografía. Se aprecian perfectamente los detalles de la casa.
