I saw the word and would have translated it as unsuccessful, but written on paper above a broken sink in a public bathroom was "lavamano malogrado". I assume this is a regional use of the word. Have any of you foreros heard this usage?

Nope. I'd use 'fuera de servicio', 'averiado', or 'roto'. There are others, but 'malogrado' doesn't make sense to me.

I agree with Rusty.

I'm inclined to think it was a joke, as malogrado suggests a failed instalation, or a failed design, or it being an eyesore. It being one feet lower than right, or spilling more water on your feet than your hands, or stopping the water flow way before you finished using it, all of it qualifies as a lavamanos malogrado.

Maybe the lavamanos died too young (malogrado also means lamented when it refers to someone who died en la flor de la edad o en el pináculo de su carrera)
