recetario is not in my dictionary, if I look up cook book it says libro de cocina o de recetas
En el recetario de Obama también figura la prosperidad en México, "para aliviar las presiones económicas que empujan a tanta gente a venir acá, y puedan hacer vida en México".
What is the meaning in this sentence?

I guess they're saying......
In Obama's plan or vision.....he wants Mexico to prosper in order to provide for its people so that they don't have to leave their country for another country to work and some just to survive.
In a nutshell......

What is the meaning in this sentence?
Libro de cocina is a synonym for one of the meanings of recetario. In your example, I'd translate it as:
Prosperity for Mexico is on Obama's list of solutions ...
