"de ir" "de empacar" "de whatever"

Is there a rule for when you use something like "de empacar" vs. "empacando". At first it only seemed like you use it for words that cant have a real "ndo" ending... like "de fiesta" means partying. But there are some words that I have seen it go both ways with.

It has todo with the act that the word is a noun or a verb or maybe both.
