Is this a common term for fear mongerers?, prophets of doom?, harbinger of doom?
Is this a term that's generally understood?

It's a generally understood term, for what I know. It means "ominous prophecy", and yes, it's usually that kind of people who tend to announce them.
Some synonyms for "augurio": Presagio, anuncio, profecía.
Some synonyms for "funesto": desastroso, fatídico, infortunado.

Agree with angelica.
"funestos augurios" is something like "unlucky omens" "muy malos presagios" or " profecías terribles"
An usual sentence in old literature, when an old wizard/duid/roman augur spoked about unlucky omens "funestos augurios".
