Does "scales" (always in plural) mean either "balanza" or "escaleras"? Both, maybe?

Scale is báscula not peldaña.
Scales are also escamas.
A scale is also an esquimático mostrando una graduacion.
The verb to scale means to climb a verb steep mountain or building.

Sorry, I wanted to say "escala" instead of "escaleras". But we use "escala" or "balanza" in singular.
Are "scales"with the meaning of "escamas" always in plural?

No. An individual escama is a scale. Also in humans certain conditions caused the skin to scale(soriasis, excema).

Usually, it means balancing scales = weighing scales, balanza. It is in the plural because there used to be two balancing each other, as in the constellation Libra, but now of course reduce to something you stand on. Still called 'bathroom scales'.:)
It could also mean escamas of a snake

"A balance" or "scales". Originally the scales were the pans (platillos) of the balance.
