May I repeat the subject in subordinated clauses? For instance:
He remembers when we visited the United States and he says that he's thinking of going back.

There aren't many times that we don't use a subject in English. I would say that the 2nd of the three "he"'s is optional, but the first and third are mandatory:
He remembers when we visited the United States and (he) says that he's thinking of going back.
