This is the context:

His hair was snow white and stuck to his head like duckfluff.

Ducks have two kinds of feathers - the outer strong ones, and the very much softer feathers underneath (plumón?). This is also called down, as in Eiderdown (edredón), a blanket made from the soft feathers of an Eider duck.

This feathery stuff is also called 'fluff'

@Perikles: Yes, those fluffy feathers are called "plumones".
Duckfluff is "plumón de pato", but it's rarely heard like that. For your example, we usually just say "edredón de plumas".

In this context, I'd translate duckfluff as "pelusa".
Su cabello era blanco como la nieve y adherido a su cabeza como pelusa. :)
