In law: to start proceedings against somebody
In general: to open up (or start) an investigation
to open up the dossier/report/file

The case has not been looked at in a while, it's time to open up the file (or start the case).

From what I'm thinking, this may be more of a saying then it is a literal phrase. Unless you're seriously taking about taking out a file and opening it up. Then... Yes.

make a statement
or
ask a question?

ie. ¡Open his file! or ¡Open his records!
¿Looked at his file? or ¿Looked at his record?
(when you open, record must be plural (records), but file can be determined easily enough)
(to look at a record is okay)
