How would I say that a law doesn't have "efectos retroactivos"?; that is, that the law cannot be applied to the facts or the sentences made before the current law is published.

Is not retroactive.

Esta ley no es retroactiva.

Siempre he conocido en Chile que significa que no puede aplicarse a casos anteriores.

Un aumento de sueldo es retroactivo al primero de este año, significa que te van a dar la diferencia del nuevo sueldo y lo que ganabas desde el primero de este año a la fecha.

retroactive effect

A law has retroactive effect if its effect reaches backward in time (prior to the enactment of the law). See ex post facto law (or retroactive law).

Correct. As a matter of fact, its effect affects only from a certain date depending if it is retroactive or not.
