Bueno. Se puede decir - a que hora quiere hacer/concertar la cita para el médico. (Los dos infinitivos se puede usar) Gracias todos.

Hacer no creo, pero concertar es mas apropiado.

"Programar una cita" is not incorrect and not unusual.
It sounds to me a little bureaucratic, but it might only be my own prejudice.

También se usa alguna vez, pero no tanto. "Programar" se usa más para pruebas médicas: "me han programado una ecografía para el lunes", especialmente en el sector médico. En los hospitales tienes que ir a "Programación" para que te den día y hora para una prueba médica, es decir, una cita.
