I disagree. Of course you can not become "native" later in life, as the word implies you use the language from birth, but you can become just as good a speaker as someone who used the language from birth. I know plenty of people who grew up bilingually, speaking two languages equally well (in this case they are native, but speak
two languages, not just one). I also know plenty of people who have become fluent in another language later in life; and I even know a few who have given up their native languages in favor of other languages after moving to another country.
