In principle yes. Passive voice is always built with "ser".
However, keep in mind that Spanish uses much less often passive voice than English does. So the recommendation is to turn English passive voice into active voice sentences in Spanish most of the time.

So then would you recommend estar in this sentence if I am talking in Spanish?
