cumplimentar es rellenar algo con datos
Por lo tanto aquí seria "cumplimentar" porque se ha rellenado el perfil de penpal.

Yes, that's "cumplimentar" (you can see it in the RAE):

2. tr. rellenar (‖ cubrir con los datos necesarios).

Lo sé porque estoy harta de cumplimentar solicitudes...

I'm not sure about your answer because you have said before the word Cumplimentar and I don't believe very correct the word that you have written, because that word is bad written.

If you are sure of your word then you forgive me.
