I use piropo in other contexts apart from flirtations, but maybe you are right. Maybe halago is better. Halagar is to flatter. I cannot think of any other translations for compliment.

Is this type of piropo also used in Spain?

They have the potential to be poetic in the way "haven't we met before"
or "you're a dancer, aren't you?" and other such pick-up lines aren't.
